They were different. The Persians took ver large areas and incorporated them within their empire. The Phoenicians chose the option of trade - not trying to take over regions, but profiting by trading with them.

They both are very different in many ways but they have some similarity; They Both had a river where they lived like the Sumerians that had a Mesopotamian river and the Egyptians relied on the Nile river (that helps us find out the upper and lower Egypt.

According to tradition, the Phoenicians were Canaanites, descendants of Ham, while the Hebrews were descendants of Eber, the wider family of Abraham, descendants of Shem. Thus the Phoenicians and Hebrews were related only through Noah, not more recently.
