When the Spitzer Space Telescope was first designed, it was going to cost over two billion dollars. Due to some clever design and orbit changes the total cost has dropped to $720 million, which includes all costs from 1996 through launch and initial checkout, including early concept and feasibility studies.

Possibly, but the only "better" alternative would have been to leave that money in the pockets of the taxpayers rather than wasting it on things even less useful that the Hubble. And whatever else the money might have been spent on certainly would NOT have produced the fabulous photos that the Hubble has produced; in terms of the "value" of the photos, the Hubble photo archive has cost taxpayers mere pennies per photo per taxpayer, a better investment than most other government "investments" such as the John Murtha Airport in Pennsylvania. Basic scientific research - UNDIRECTED research - always pays off in unexpected ways. In the case of the Hubble Space Telescope, the payoff may be that it contributes, however slightly, to the survival of the human race.

It is indeed very difficult to tell the amount, as the Soviet Union never tell their truths sbout their expenditure on their space flights or space missions. The U.S.A may have spent over 24 Billion Dollars.
