One and a half (1.5) teaspoons is the equivalent of one fourth (.25) fluid ounces. But since you didn't specify if you meant how much in volume or weight, I had to go with fluid ounces. If you wanted grams, then there is no formula to calculate a conversion of weight to volume, especially since ingredients have different weights.

1 teaspoon is about 5 gm. A half ounce is 14.2 gm. So about 3 teaspoons to a half ounce.

Define "dry". An ounce of salt and an ounce of dried herbs are both an ounce, but different number of teaspoons.
