Well when I make it for birthdays I feed approx. 15 people ( with big appetites) and I use a large crock pot to make mine. I usually use around 10 pounds of meat. But depends on if you like alot of meat in your chili or not. So if I were to make it I would you at least 15 lbs. I would rather make too much then not to have enough. Hope this helps.
If the chili is REALLY good then plan for 10 quarts. If the people are small, like children, probably 5 quarts would do it. So, anywhere in between depending upon your Demographics, and of course, how hungry everyone is.

Have you tried contacting Hormel to see if you can obtain some of their Stagg chili in bulk? It tastes great and would be a good chili to feed that many people. If you can get enough people to help, you could also choose one chili recipe (www.famouschilirecipes.com is a good place to look) and have people prepare a double batch of it and bring it to the function. Considering a range of all ages and sizes, I would use a ratio of 1 gallon of chili for every 10 people if all are adults and adjust the ratio from there.
