There are about 3 and a half million English first language speakers in South Africa which is about 8% of the population, however, most people in South Africa learn English as a second language at school and it is widely used especially in business and in tourist areas.

Probably a few million can speak basic words and phrases, but if you are looking for someone who can have a conversation in English, there are only a hundred-thousand Egyptians who can fluently converse in English.

It depends on how you define Arabic. I would guess that less than 10% of Egyptians could speak Modern Standard Arabic, which is the official version of Arabic used in newspapers and government speeches and laws. If you expand Arabic to include the dialects, than the Modern Egyptian dialect is spoken by the vast majority of the population. In the south, people speak some Sudanese dialects of Arabic. In the western deserts and the Sinai Peninsula there are other, less common forms of Arabic dialect spoken by the Bedouin peoples.
