Completely depends on the environment. If you're in an area of high humidity, and especially where the air has a high salt content because of close proximity to a large saltwater body, it'll happen much quicker than if you were in the desert. Other factors will include, of course, the type of metal used. If the panel which is scratched is made of aluminum, rust isn't an issue. Steel is much more prone to rusting. In short, there isn't a single, all-encompassing answer to your question.
It would depend on the environment. In a damp climate, the process would start almost immediately.

depends what from? If its from a car/van then try rubbing car polish in a circular motion over it. If this doesn't work then bring the car to a paint shop or live with the scratch. (Depending on how bad the key scratch is, you may need to protect against rust).
if you are annoyed at someone then to key a car is to take a key asnd scratch a long line up the side of the car. it is not advised as it is classed as criminal damage.
There is no rust remover that going to repair the rust that has accumulated on a car for that long. It will be best to have the floor repaired by a professional.
The best way to remove rust from a chrome with bodywork is to take your car to an autobody shop. They are the best people that can remove rust from chrome.
It depends on the state or area it is from. Some states use chemicals on there roads that increase corrison. The other thing is it would take a long time for the heavy metal parts to rust away due to the mass; like frame rails, suspension, and brake parts.
I don't think you are able to fix this rust problem, take you car to your local repair shop or car dealer. They should be able to take care of your problem and fix it for you. Hope I can help.

If the vehicle has a stainless steel exhaust system it will last the life of the car. If it does not and you drive in roads treated with salt it will not last as long. Surface rust does not mean the exhaust in need of repair. Surface rust is normal on a steel exhaust system.
if youre talking about any peice of melt such as a BOLT or anything like that (small) you can use lime juice and rust will come off. let the metal sit in lime juice for a while and then clean off. rust should be gone. if youre talking about a car you should cut or saw peice of metal where car is rusty at and weld in a new peice of metal. simple but will take long.
