It is almost always it is the phospore coating inside the tube. less commonly, it is the actual color of the glass... but colored glass is much more expensive than the phosphore coated type that is clear glass. I love bending up colored glass but most people will not pay for it. It is more popular in Europe than in America.

there are usually only two different gasses used... RED is generated from NEON fill gas and is used for pink, red, and orange colors. Blue gas is generated from ARGON and vaporized Mercury and puts out alot of UV (ultraviolet) energy. This invisible UV light causes rare-earth phosphore powders to glow immensely. If you look closely at the ends of a blue, green, purple, yellow, gold, violet or white neon tube, you will see the electrode ends are clear and glow blue. Sometimes you can see this in a splice where two parts of a neon tube are welded together. That blue gas is the same Argon/mercury gas in most florescent lamps in office buildings, in new spiral-bent energy efficient compact florescent lamps, and even in HID parking lot lights.

that is why it is important that we recycle these lamps properly rather than just throwing them away. We don't need to put this mercury in a concentrated place.

1. Using different gases will produce different colors. Ex Neon gives orange, Helium gives purple

2. Different colors of glass (other than clear colorless glass) may be used.

3. Coatings applied to the outside or inside of the glass can change the apparent color that one would see from a distance.
