Related to shooting a gun, this means that the force you feel from the recoil is the same amount of force delivered to the target. Not sure if this is what you're asking, but how this translates is, if you shoot a person, the amount of recoil delivered into the person's body is equal to what you feel from the firearm. Since the force did not knock you down, the equal and opposite force of the impact itself will not knock down then person who is shot. The reason the person falls down is either because he thinks he has to, or because of blood loss.
