You place the candle in a pan of water and light the wick. Remove all food and pets from the area and seal up the rooms. You should use one candle per room. The burning will create sulfur gas. When this gas comes in contact with water, it creates sulfuric acid which will kill all insects, because of the water in their bodies. After about 8 hours, you can return and open up the windows to let the rooms air out.

Sulfur candles are the fastest way to get rid of roaches, and anything that moves that you don't want in your house. It works great in heavely infested places. Roaches do not come back for a long, long time. This was in the 1970's. I am not sure whether you can get the real original sulfur candles anymore. But I am looking because I want to be ready for bedbugs if they happen to invade my home.
To my knowledge, no candles are made from sulfur except greenhouse fumigating candles. Sulfur, when burned emits sulfur dioxide, a highly noxious gas, and so would not be used in household candles. These are made from various waxes (beeswax, paraffin), animal fats such as tallow, hydrogenated (solidified) vegetable oils and stearates. In some candles from China there is arsenic in them.
They are no longer manufactured. that was an old technique to fumigate structures and people try to use them for bedbugs or fleas, neither of which fumigation is used for. There is a recipe to make them at home (link) if you must have.
