The tank air pressure mustbe checked and made compatible with the pressure switch. (2 PSI below 'on' setting). Most bladder tanks can have air released OR pumped in on a nipple at top of tank. Most home pressure switches are pre-set at 30-50 PSI. So tank pressure should be 28. ( You can adjust the pressure switch setting with a 3/8 nut driver. Detailed instructions in lid of pressure switch.) - If the pressure switch is old or if someone has fooled around with settings -get a new one, only about $25 .

Can you use a deep well jet pump as a shallow well jet pump?

Yes. You can use a deep well pump as a shallow well pump. You simply can not go the other way. A shallow well pump produces a vacuum and draws the water to the top by the vacuum. It is restricted to 20 feet maximum depth. Deep well pumps use a different mechanism. They either lift the liquid or pump it with a pump at the bottom of the well. They do not have the 20 foot limit.

Sounds like you have a "water logged " ptressure tank. Switch pump off and drain water almost to bottom, then check air pressure at top nipple. if it's less than 20 psi or so, that's your problem.
