You first have to lower the rear window. If the switches don't work you need to remove the carpet covering the tail gate then remove the metal cover from the tail gate. You will need to reach inside and disconnect the window from the arms that raise it so that it can be lowered. once it is lowered you should be able to open the tail gate.

Once inside, you will see a large black box (about 4" x 6") that everything seems to be plugged into. This is actually the relay. They are like $80 at NAPA and they actually have a listing for them.
