First, get the Red Orbs from the gate in the Kitten Ruins. This will close the gate, so go back to Glacier Valley and use its crystal to get to the ruins crystal. Then, go up until you reach the big gate in the volcano world. It's just like the one from the ruins world. Defeat the Monolith there, as it is blocking access to two of the pillars. Once it's defeated, place the orbs on the pillars. The gate will open, and the officer outfit is in one of those chests.
