These were the standard nominal voltages used in the UK before EU 'harmonisation' forced them to be 'renamed' (but not actually changed) to '400/230 V'!! So there really isn't such a thing as separate '415-V' and '240-V' three-phase systems. And there is no economic way of changing the supply frequency to a different frequency. Incidentally, the symbol for 'hertz' is 'Hz', not 'htz'.
