In Photoshop on top toolbar. . .
1. Click Image > Image Size.
2.
Enter the Resolution you would like to print at. 150 d.p.i. is good.
3.Make sure 'Contrain proportions' and Resample are checked.
4. Enter 7.5 x 10" in Document Size.
[1050x1575 pixels]
5. Click OK.
6. Click Image > Canvas Size and enter 8.5x11"
7. Click OK.
You will now have an image on 8.5 x 11" paper with a 1" internal border space.
A 50 pixel white border will give a 7.7 x 11.2 inches print on 8.5 x 11" paper at 150 d.p.i. (dots per inch)
The fastest way to print an 8.5 x 11 image is through your printer setup-selections. Almost all printers will auto-scale photos, image types to fit that paper size. Please go to "Print" or "Print Settings" and check if this option is availabe.
Other applications typically have a resize, resample function that allow quick sizing to standard formats.

I think you could be more clear.
