There are a few conditions that must be met in order to use the mystic artes. The first is that you have mastered every move for whatever class you are using, at least all of them that you get before level 70 (I don't know if you get more moves past this point since I have yet to level past that point on any of my characters). Most of the classes got their final moves in the mid 50's, but a couple of them, the mage and bishop classes, didn't get theirs until the mid 60's. Also, just to be sure, when I say you need to master the moves, that means you must use them 50 times each. Anyway, once you master the final skill for a class a message will pop up saying that you learned some new skill, that classes mystic arte.
To activate it, you must first get your overlimit full, then go into overlimit mode (press L and R at the same time) and while you are in that mode you need to use one of your arcane artes (generally the later ones that you learn, you can see if it's arcane by reading its description), and while you are using that arte you hold down the (X) button. After the arte you selected is finished the mystic arte should begin. For magic classes, since their moves aren't divided into base, master, and arcane, I'm not actually sure if it matters what you use. I've always just used one of my more powerful spells to be on the safe side, but other than that the only difference is that the spell you select will get canceled out and you will instead cast the mystic arte if you hold down (X) while in overlimit mode after casting a spell.
The only other thing I can think to mention is that for all the other characters, at least the ones from the other Tales Series, they will just learn their mystic arte somewhere in the mid 50's normally and you don't need to master any moves with them, you just take control of them, enter overlimit mode, and use an arcane arte while holding down (X). Another little note, I'm pretty sure that some of them don't have mystic artes, or if they do, they don't unlock them until much later than the rest of the characters which would be a little weird. The one's that I haven't gotten a mystic arte for so far are Eugene, Arche, Chester, and Senel.
Well, it's quite a long time after the game was released, but hopefully this helps anyone who still needs it.

If you want to get mystic artes, level up to level 30 and you'll get the AD skill, special, which allows you to use mystic artes. Each character has a different way of using them. And there are secret mystic artes too, so try to get them! Hope I helped!!!!
