There is very little change to hair structure between the pH ranges of 4 to 9.
Outside of this range, ph affects your hair cuticle in a negative way, specifically, very high PH can dissolve hair.
The pH from the bleach does NOT stop your hair from lightening.

Dry hair has no pH. Only aqueous solutions have pH's. When hair is in an aqueous solution it normally has a pH of 4.5 to 5.5

Hair does not have a pH, because it is (and will) not dissolved in water. Water with shampoo having pH = 5.5 reacts neutral when used for hair washing.

Alkaline PH shampoos are shampoos with a lower PH balance to help prevent damage to your hair. For example, bleach used to lighten hair has a PH close to 8 and your hair is naturally lower, around a 4. An Alkaline PH shampoo will help neutralize the bleach in your hair, preventing damage.
Pepsin doesn't affect the pH but it is active in an acidic environment.
