According to the usual interpretation of quantum theory, yes. There are processes, occurring continuously within atoms, which can't be predicted individually, only through probabilities. For example, you can't predict when an individual atom will decay, but if you have millions of atoms, you can have an estimate how many will decay after a certain time.
I do not agree with your statement. Just because our intelligence is not currently capable of understanding this phenomena, it doesn't mean that it can't be predicted. Take rolling dice for example. Most would say that the number rolled is chance. But in reality, it all depends on many factors in physics that I cannot explain because my intellect is not capable. But, I could say that the force applied, the angle thrown, the surface the dice are thrown on etc all affect the number rolled. Bottom line is, even though our human intellect cannot predict the outcome does not mean it becomes chance. I believe that everything has a sufficient explanation attached to it. Some are very basic and some are too complex for us to understand.

I think that the reason for it is the discovery of uncertain or unexpected things that usually an individual in the past doesn't discovered by chance... Or in other words by ''accident '', for example...usually people from the past has no prior knowledge of science... And they actually discovered things like '' fire '' because of curiosity... That's how science exist.
For one thing, humans wouldn't exist. If the dinosaurs had survived, the small mammals that would have eventually evolved into humans wouldn't have had the chance.
