Not all years, no. 1989-1993 were the years that caused that rumor. The dealer I work at did one transmission a day in the late ninetys and now we do not even do one a month.

The pulley has probably gone bad. This is very common for Caravans. Try having the pulley replaced and see if that solves the problem.

Possibly your transmission isn't shifting out of 1st or 2nd. This is the 'safety default' when the Speed Sensor in the transmission goes bad. About $150 for a Transmission shop to fix (tranny doesn't need to be pulled). They can test for this externally via the diagnostic port.
