If it a matter of joint custody or is there a single custodial parent might make a difference. Different States have come up with differing mandates. If an amicable solution is possible, it should be sought out. A 16 year old's insurance costs can be staggering even when they are perfect angels with outstanding GPA's. Insurance companies can justify the costs.
