US troops were already in South Vietnam. The Tonkin Gulf Resolution gave the president power to use whatever military force he felt necessary to protect US interests in Southeast Asia.

Specifically the resolution gave the president authority to attack North Vietnam (bomb North Vietnam); which he ultimately ended up doing with Operation Rolling Thunder.
