It could be. One was certified a couple years ago. It is more likely that it is a magician's coin made from two real coins. A careful examination with an 8X or stronger magnifier should show a seam just inside the rim on one side where the two pieces are joined. Also, dropping a solid coin on a desktop will produce a "ring" but one that has been cut and glued together will go "thud." See the Related Links for more info about these coins. There is a misstruck and error type called 'Brockage' which is a coin with the mirror image of the design impressed on the opposite side of the same coin. If so, then it can be worth as much as $100.00.
