Could Europeans have conquered Africa if the Industrial Revolution never occurred?

As an advanced European power at the time, Great Britain still would have been able to conquer Africa. However, the more relevant question might be would they? Clearly, the acquisition of raw materials for their ever expanding manufacturing empire prompted Britain and other European powers to conquer lands, which had Natural Resources that would further European businesses. However, without a reason to exploit a country's resources, it would probably become less desirable.

I think Europeans could have conquered Africa if the industrial revolution had never occurred because they were more modernized and advanced. Also guns and weapons were already invented.
