It's not illegal to be a named driver on an insurance policy if you don't live at the same address- only if you lie about living together to the insurance company. I think it's different for multi car discounts/ policies.

You insure a car for a person or persons, so that in the event of a accident with that car, insurance can be claimed only if a named driver on the insurance was driving at that time.

If the vehicle is registered to him, he will need his own policy. You must have an "insurable interest" in an item to insure it under your own name.

Why doesnt Admiral Car insurance insure me as a named driver?

This is a question you need to pose to your insurance agent. If you don't have an agent you need to have the policyowner call the 800 number and ask whoever answers the phone or whomever they transfer you to. Has the policyholder add you as a driver on the policy. If so it shouldn't be an issue.

Can a daughter not living with you over 18 years old covered to drive my car?

Yes, it should be no problem in the U.K. Your daughter can be on your insurance as a "named driver", it matters not if she lives at your address or not. I am a named driver on my mother in law's car, so in the event of her having a problem, I can drive her car for her.

Can you insure a car that you do not own?

Yes, it's called a Named Non Owner Policy.

Does property damage liability cover those not on the policy?

Property damage and liability coverage are two different things and provide different coverages entirely. Property damage coverage on an auto policy covers the named insured on the policy. The named insured must be the owner of the vehicle as you cannot insure a vehicle you don't own. Generally insurance companies allow immediate family members who reside in the home to be included on the policy as long as they are listed as drivers on the policy. If the vehicle belongs to someone not the named insured then the coverage is void. If the driver of the vehicle is not listed as a driver on the policy this would also be material misrepresentation and the policy would be void.

Are there insurance companies that offer non driver insurance?

Yes, they do offer. The part where owner's legal liability is not charged where owner is not a driver, can be replaced with paid driver cover and un-named passengers cover as a matter of abundant caution if someone else should drive.
