You can certainly remove any person from coverage under your own auto insurance policy. You can not however cancel another persons Policy.

If you have a joint owned policy and with respect to common law, it migt be wiser to simlply pick up a new policy for yourself and allow the old one to lapse or expire.
If not legally separated, you will probably have to wait until open enrollment through your employer to cancel her insurance. If you do get legally separated, you can cancel insurance as you have had "change in status." Usually insurance companies will process changes outside of open enrollment when you have a change in family status. An example of this would be getting married, having a baby, or getting divorced/legally separated.

No, auto insurance is available to the families of military personnel as well. For instance, your child, wife, husband, widow or widower could get auto insurance from USAA (as long as you had auto insurance from USAA and as long as they were legally eligible).
That shouldn't keep you from getting auto insurance as long as she is not listed as a designated driver of your vehicle. If your uninsured wife should drive and be involved in an accident with another driver, your insurance will not pay.
