Sure you cam! Or else New Year's Eve's firework displays wouldn't be possible anywhere from USA to Brazil. You have snow in one place and rain in the other one...

That'd depend on the rain (drizzle or storm?) and the size of the fireworks you're trying to ignite. Small fireworks will easily extinguish unlike larger ones.

Yes! Just make sure what you use to ignite it is super dry.
