No they cannot. In order for you to be added as a driver the policyholder will have to have your full name, date of birth, drivers license, and social security number. No one would have all this information unless you gave it to them. Adding you as an additional driver really won't make their insurance cheaper as far as I can tell. There must be more to the story than you are giving. It's easy to resolve. Call or go in and see the insurance agent and let them know that you do not live in the person's household and do not drive any of their vehicles.
