Yes they can, but you also collect resources well you are offline. They do that because otherwise the time to attack people would be so slim,

Cant play it offline with the new DRM 2, you need a always on internet connection to play this game even just for solo gameplay.

The resources continue producing, projects that have been begun continue till they complete, the values of inventory could change depending on if the city is attacked while offline and all other aspects of the play continue. When returning to the game, once logged back in, the players involvement continues. Just close the tab or window, the account is created and continues to exist.
