Technically yes and no. While they can't actually add the driver, they can rate the insurance coverage as if that person would be driving a vehicle. For example, if you had a child who had just gotten their license, and you named them as an excluded driver of your vehicle, yet they somehow managed to get into a small wreck and have to file a claim, your insurance carrier would likely deny the claim on the basis that the driver was excluded, as well as rate your policy as if they were going to be driving the vehicle, without actually adding them.

Moral of the story... don't lie to your insurance company.

Can a claim be made against a person's insurance without their permission?

Anytime you make a claim with your own insurance company against someone else's company or their company directly, the company taking the claim by law has to fully verify and investigate the claim being made. Not only that, no insurance company in their right mind would pay out insurance claims without checking them out first.

If your car was lent to someone with a restricted license without your permission resulting in an accident and they are covered under their parents insurance who's insurance should pay?

In a perfect world, they would pay. Unfortunately, your car is covered by your insurance company and if the accident was the fault of your friend (in your car), then you insurance company must pay. If all of this was without your permission, you could press charges and try taking the person to small claims court for damamges.

If you are willing to charge this driver with auto theft it probably will. If not, the insurance company will assume you are giving him permission after the fact.

If a car owner has full coverage on their vehicle including uninsured motorist can they allow someone without any insurance to drive the vehicle?

It is my understanding from my insurance company that if I "give permission" for someone to drive my vehicle and I have full coverage then my vehicle is covered. Recommend you ask your insurance carrier this question, they will be happy to give you an answer regarding your policy.

If a household member with a suspended license drives an auto without permission and gets in an accident can the insurance company refuse to pay?

Yes

Can I have Auto insurance without a car?

Ask an insurance company for a "broadform" policy. That will cover you for any car you drive. Yes, although it's rather pointless. Why pay for insurance on something that you don't even have or own ... there is no need. If you drive someone else's car, you are covered under their insurance policy, provided you have their permission to drive it.

If you don't have car insurance and was hit by someone else can you sue them and the insurance company?

You might want to be careful here. Some states have steep fines and worse for someone that drives without insurance.
