It depends on where you are. In the U.S. each state sets its own requirements for getting permits, so you have to contact the agency or oganization that handles that and see what they tell you.
Very basically, they check to see if you are a felon, or if you have any disqualifying misdemeanors.
It possibly depends on the locality. In most U.S. states, there is no gun registration, so no, it won't. In Tennessee, a police officer can request to see if you have a gun carry permit when they run your Driver License number, but they can't check to see if you own a gun.
You can carry a gun in Florida. A Florida gun carry permit has restrictions as well as reciprocation with certain other states. See discussion page for more details.
You can carry a handgun openly without a permit, except in your vehicle. To carry a gun in your vehicle, or to carry a gun concealed, you must have a NH permit or a permit that is recognized by the state of NH. For more information, see opencary.org, or handgunlaw.us
First, what do you mean by "gun rights"? Do you mean the legal, licensed right to own a gun? Second, what did you do to lose the "right"? The easiest thing you can do now is to get hold of the gun permit application and see the particular qualifications you need and you will then see where you may fail it. Then, contact the department in your State that is indicated on the permit form to see what you would have to do to get restored. Based on what they tell you, you will know whether you will need an attorney.
If you mean where is a website that you can check to see if a gun is registered, there's not one.
You will have to check with the police.
