In the US in 1850 the Fugitive Slave Act was passed by Congress. It called for the arrest of any escaped slaves found in the North and offered bounties and cash bonuses for judges and others involved for the return of slaves. Thus, any person arrested as a runaway slave had no rights and were sent back to their owners. Abolitionists were greatly distressed about the law.
