it is most likely the starter, the starter will range from $100-200 at autozone, or oriely, i just replaced the starter in my 99 sunfire for the same reason.
There could be many, many reasons but start with checking the oil level, it may be low. If the clicking is happening only when you are moving, it may mean that you need new wheel bearings.

If you mean the car will not start or even turn over when you turn the key, that 'clicking' is the starter solenoid making contact like it's supposed to. But there is not enough power from battery to start engine, only enough to make contacts in solenoid. Bad battery, or loose or corroded battery cable terminals

You mean a ticking sound while TRYING to start a jeep? If the jeep doesnt start and is making this noise then either it doesnt have enough amps to start or the starter is bad. You can have the battery tested for free at autozone. It could also be that your alterntor isn't charging the battery also.
The orange light along with the clicking sound means that the computer is loading
It means without making a sound.
Valve lash needs adjusting or you have a lifter that is sticking.
Really need more info for an answer to be correct. Is this a car? If so, the clicking could be numerous things from low oil level to a broken valve guide.
