It means: you may PROCEED, but , WITH CAUTION.. [your responsibility]
An AMBER (YELLOW) light indicates CAUTION.
My experience in USA, Canada and UK driving tells me that the amber caution light, whether at a crossing or anyware.

Yield. It usually means the cross-traffic has a blinking red light (stop sign). slow down because someone may pull out
It means the wearer is in range. If the wearer is out of range, the red light comes on (possibly intermittently) and the yellow light goes off.
Three blinking yellow lights mean the deadlock is locked from inside. Guest is in the room
Blinking red light signifies alertness or danger.
In the manual for my car it says a blinking, yellow check engine light means the catalytic converter is malfunctioning.
You need to be more specific. It may mean it needs charged or even it means it is recording but I would consider looking at the manual
It means you have a pop-up!
That's the check transaxle warning light ( located at the bottom of the tachometer on the left side )

Problem with the charging system.
When a traffic light blinks red it means 'yield,' so proceed as if it were a four way stop sign. I've never heard of one blinking only yellow.
It means the car needs servicing.
