In many libraries, they are placed under the reference section.

In libraries that use the Dewey Decimal system, they are placed in the 220 classification as part of the 200 section for religion. All religious books are normally placed in the non-fiction section. This includes The Bible and the scriptures of other religions.
The Bible is non-fiction, and although the Christians think everything in it is real, some disagree.

Fiction books in a library are normally stories and novels that are made up EG. Fantasy, sci-fi etc. They can be based on factual occurances or people EG. (Sharpe's books based around a character in the napoleonic wars)

Non-fiction books are factual books normally about certain subjects like Criminology books, historical accounts and medical journals.

While the Bible is generally found in the "Religion" or "Spirituality" sections along with the Dalai Lama's books on Buddhism, the Bhagavad Gita and others, friends in the book business report that books migrate throughout the store. Creationists move Darwin's Origin of Species from Science to Fiction or Humour, adamant atheists move the Bible to Fiction or Humour.
