According to the BATF you can own a "Short-Barreled Shotgun". You must either: (1) By transfer after approval by ATF of a registered weapon from its lawful owner residing in the same State as the transferee. (2) By obtaining prior approval from ATF to make NFA firearms. [27 CFR 479.62-66 and 479.84-86 ] A $200 tax stamp must be paid to the BATF NFA division. All info from the BATF website.

(in the US) No, not unless the barrel(s) is/are less than 18 inches in length, or if it's a National Firearms Regulated Destructive Device, such as a shotgun capable of firing in full auto, or a type with a fixed magazine of more than 10 rounds, which makes it classed as a destructive device.

In the US, a shotgun that has a barrel less than 18 inches, or an overall length less than 26 inches is regulated under the 1934 National Firearms Act. To legally possess one, you must be 21 yrs old, and not prohibited from owning a gun. The transfer of the gun to you must be approved by the Federal Dept of Alcohol, Tobacco Firearms and Explosives, and you will need to pay a $200 one time tax to them. Legally this is an SBS, or Short Barreled Shotgun. There must be no law in your state that prohibits owning such a gun. There are a few guns made as shotgun pistols, and they are in a separate class called AOWs, with a $5 tax. Possession of an UNREGISTERED Short Barreled Shotgun is a serious crime (10 yrs in Federal prison, and $10,000 fine)
