You need a 1/2" breaker bar or ratchet handle, place in the appropriate slot in the belt tensioner, and pull or push to release the tension. The diagram is under the hood for proper replacement.

There should be a tensioning pulley that can be fitted with a socket and wrench. You can then pull the pulley thus loosening the tension on the belt and then pull the belt off. Install the same way.
Disconnect the battery.Remover the serpentine belt.Unbolt the belt tensioner from the bracket.
The serpentine belt tensioner is spring loaded. There is no adjustment.
There is a spring loaded tensoner pulley you need to move (wrench or socket) to release the pressure . It will easily come off then . Install the same way . There should be a decal under the hood showing the correct installation
there is a square shape hole in the tensioner pulley with a directional arrow on it get a 3/4 or 5/8 breaker bar pull it in the direction that the arrow is facing. when you do that, just pull the belt off.

If that model was available without a/c, you will need to purchase the belt for a 95 town car w/out ac, and follow the appropriate belt routing diagram for that model.
Go There is a nut behind the idler pulley. There is no spring like in most idler pulley's. You must loosen the nut first then use a 1/2 breaker bar or an belt tool to tighten the belt. Then re-tighten the nut.
There should be at least one (or more) idlers. You can pry against the spring tension to move it/them & slip the belt off.
