NO, not really, all Mexicans have something else in their blood, most with the native blood of the Aztecs and the Spaniards, but a lot also have ancestors that were German, Scottish, Asian and such. In fact, like 8 % of Mexicans are white. There are NOT very many black Mexicans.

Yes. If they speak spanish, they are hispanic. Hispanic is not a race but an ethnic background. If you come of spanish background, culture or language, it means you're hispanic.

But if you are native american, you still speak your native language and practice your culture, then no, you are not hispanic. You come from a Hispanic country, but you're not necessarily one in this case.

Now, many people incorrectly use the ethnic/racial definition for Latino (i.e. indistinct non-white people). However, Latinos have many racial backgrounds: most have Spanish and Portuguese ancestors, mixed with either Native American and African people with some Asian and Middle-Eastern thrown into the mix since the late 20th century. Using this definition, the answer would be NO: like the rest of the region, many Mexicans have many different ethnicities, including European, Native American and a mix of both.
