This demonstrates a fundamental flaw in the implied premise of the question, because it only takes one new case to overturn a bad precedent.

The U.S. Supreme Court has overturned its own precedents over a hundred times.

However, the value of binding precedent is that the outcome of cases become that much more predictable, and thus avoidable, at least in theory.

For each case that law books capture in appellate reporters, there may be hundreds that were never filed or never made it to appeals because the lawyers involved understood the risks of challenging precedents.

1) Under the Articles there was only a unicameral legislature so that there was no separation of powers.

2) The central government under the Articles was too weak since the majority of the power rested with the states.

3) Congress, under the Articles, did not have the power to tax which meant that they could never put their finances in order.

4) In order to change or amend the Articles, unanimous approval of the states was required which essentially meant that changes to the Articles were impossible.

5) For any major laws to pass they had to be approved by 9 or the 13 states which proved difficult to do so that even the normal business of running a government was difficult.

6) Under the Articles, Congress did not have the power to regulate commerce which will cause competition between states as well as diplomatic issues

Everything is more expensive in California, but you make more money in California.

It's on the internet...One reason is because you have some of the highest gas taxes in the United States. If you add federal and state combined as of 2002 you pay 50 cents tax for every gallon. As the other answer hinted, "ability to pay" does play into the economic reasons for higher taxes as well. California tends to lean politically towards energy conservation which means how can we move constituents towards doing something that is inherently "good for them".

Additionally, California requires a cleaner fuel year round due to higher environmental requirements thereby increasing refining costs. Some states relent during winter months when demand is lower but California does not. Then again, when 60 degrees Fahrenheit is considered winter there is not much of a decrease in demand unlike other parts of the US where snow can leave cars unused for weeks. See related link below.
