It's based upon a passage in the Book of Eccesiastices in The Bible, which says that there is a right time for all events that happen in life. It's message is that people's lives (and sometimes even world events) go in phases- growth, poverty, happiness, loss, wellbeing, bereavement, gathering together, giving away etc. etc. But these things happen because they are MEANT to happen at that time, for the ultimate progress and development both of individuals and the world in general- that they are part of God's plan for human creation.

Although originally set to music by Pete Seeger in 1959, and sung by The Byrds in 1965, it has been covered by a number of other artists including Joan Baez, The Seekers, Peter, Paul & Mary, and Max Boyce.
