On my 1998 Cherokee, there are 2 fuse boxes (actually, one is for relays). yours should be the same. Look on the passenger front side kick panel. there should be a removeable cover that hides the fuse panel. Under the hood on the passenger side there is a relay panel. Look for a square plastic box about 6-8 inches long and 4 inches wide.

9 times out of 10 its because of the side door there is a little black switch on the door that pops out when the doors open and back in when its closed this tells the locking system that its not locked so it re opens the doors
try uncliping the switch and locking this should work Another problem that causes this is a broken earth wire to the door locking motors both front and the rear doors,it doesnt seem to matter about the side door.
GO to the hose,connecting fuel cell [3,4 in.]get it Loose.[wd 40 or same]pry hose on cell side 1/2 the open,2 screw drivers will work. put hose in cell.syfon, hrd spot to reach use cost hanger+tiny zip ties to get where you got to go. AHOIST IS GREAT BUT IF YOU DONT. JACK REAR END UP,SO YOU CAN GET TO IT ,THEN JACK FROUNT END UP TO GET GAS TANK TO FIND LOW SPOT TO SYFON. IT'S A MEDIUM JOB [RUSTY] BIRNG A LUNCH
The fuse box should be located on the drivers side of the dash between the drivers door and dash.
I had similar problem. After paying $40 for a "diagnosis" by a local shop, was told the cluster is bad. Googled and found a UK forum with thousands complaining about Ford Focus clusters. The problem seemed to be the same for all owners, and it's corroded PCB (printed circuit board). Did what that forum suggested. It worked!!!
How to fix it:
1. Buy a electronic contact cleaner ($5) from pepboy
2. Disconnect battery
3. Take out the instrument cluster. Need to disconnect two cables. Took a couple of minutes to disconnect the second, the black thing is the key. Needs loosen 7 bolts first, then loosen additional 5 to expose the PCB.
4. Spray PCB the hell of it.
5. Bring in home and dry overnight
6. Re-install cluster
7. Re-connect batery cable.
8. Done!
