Sort of true but lots of brewers have spent millions of £/$ getting alcohol out of beer because there is a huge demand for alcohol-free beer with increasing awareness of the unacceptability of drink-driving. It is also true that most still have some alcohol in them. Quite a few taste dreadful but some are fine - but it does depend on what you normally expect beer to taste like. Even the worst alcohol-free in the UK compare favourably with the most popular mass-produced American liquids that has the name beer on the bottle. In the UK - try Greene King Lowes - a very low alcohol IPA.

The only real downside to drinking the cheap vodka is the taste. It doesn't matter if its cheap vodka or expensive vodka because aside from a minor alcohol content difference the only thing that can be horribly bad about drinking the cheap stuff is that it will more than likely taste a lot worse than the expensive stuff.

In a beer an alcohol content of 5.9% is higher than standard. I suppose U.S. beer is all watered down so 5.9% is probably a pretty strong beer there. But here in Canada 5.9% is stronger than most, but by no means a strong beer.
