April 27, 1993: Pirates knuckler Tim Wakefield tossed 172 pitches over 10+ innings in a 6-2 victory against the Atlanta Braves at Atlanta-Fulton County stadium. (Wakefield scored one of four Pirate runs in the 11th inning but was lifted after walking the first two batters in the bottom of the 11th.). It is the most pitches thrown by a pitcher in one game in the 1990s. Fernando Valenzuela, in 1987, was the last to throw that many pitches in a game. In the playoffs, the record is held by Luis Tiant, who threw 163 pitches in Game 4 of the 1975 World Series, a complete-game win for the Red Sox.
The pitcher that struck out the most batters in history is Nolan Ryan. He has struck out 5,714 batters during his career from September 11, 1966 until September 22, 1993.

In the minor leagues that was Ron Necciai of the 1952 Bristol Twins who struck out 27 batters in a no-hitter against the Welsh Miners in an Appalachian League game. In MLB that was Nolan Ryan of the 1973 California Angels who struck out 17 batters in a no hitter against the Detroit Tigers.
Well in more recent times as of post-1900s, Nolan Ryan struck out 383 batters in 1973 season with the California Angels. Hope that helps.
