There are a variety of choices. Determined by preference and asthetics, one might opt for indoor/outdoor carpet or ceramic tile.

if you decide to install ceramic tile make sure that you use one that is grade 6 because is ready for winter,and make sure is a floor tile, many people put wall tile on the floor and the is not the right choice, also try tu use a good bonding thin set.and if you get snow ins this room, then use a tile with texture on it.

Fading & moisture are your biggest concerns.. Carpet is a great short term product, epoxy paint on concrete is good. If its very dry & protected from the weather & tem swings wood is ok too.

Not sure what exposure to outside means. If it is exposed to moisture then you are going to have issues with the subfloor rotting out. What you put on it is irrelevant. If it is not exposed to moisture then put any flooring down you want. Hardwood, carpet, tile, etc. I

If exposure to the outside means underneath the floor not insulated you can still put pretty much any floor down. Just make sure you put a vapor barrier before you out it down.
