I have never heard of this as a phrase, but if you actively listen, you are participating and learning, like being at a lecture or talk, and usually taking part by asking questions, which enhance the lecture

It often involves restating in your own words what the other person says in order to be sure you are understanding what was meant.Inactive listening is just hearing the person. You may be distracted, not paying close attention, thinking about something else while the person is talking, etc.
