No, a sim can't marry two sims. Because one of the sims that is already married to your sim will automatically find out about the other marriage and break up with your sim. Plus, the action isn't available once you are already married.
And also you can cheat on your wife/husband without them finding out but that's just mean so i suggest not to.

∙ 14y agothey can get married after they become boyfriend and girlfriend by choosing the propose going steady interaction found in romantic, then after a while they should be ready to propose it might take a while before the "propose marriage" apears up but if your sim is family orientated you can do it through that :)
