if you want to make silly putty the best substitute for liquid starch is borax, if you have trouble finding borax go to a grocery department and look for it in the cleaning section

NO. Why? Silly bands and elastic bands are made with a percentage of rubber, synthetic or organic. Without this ingredient it could not stretch.
