well first is this coming from a 13 yr old or a parent because if ure the 13 yr old yes its perfectly fine to makeout with someone as long as ure happy and safe with what you're doing and if this is coming from a parent you're clearly unsure about your child's almost hidden life with boys/girls and most of the time 13yr old have made out i was younger then that. anyway i hope this helps
