In some countries they sell cigarettes to minors, they even sell it by each cigarette out of the pack.If not (Like the United States) minors by them from big peaple/teens,they steal,or the beg for one

The police in France simply don't care... basically anyone can buy tobacco and the police will very rarely give a sh*t.
no, but it is controlled like alcohol. Providing it to underage people is a crime.
Well i think u can as long as ur with an adult. But some tobacco store's policy is no children aloud.
I am quite sure that there is no charge for this. It is illegal to obtain tobacco products for minors, but that's about it.
Don't smoke until you are legal. Better yet, don't smoke at all.
Pay your ticket and stop doing that.
No. Being a military dependent does not allow you to break the law.
In France you may buy tobacco from the age of 16.
You have to be eight teen to buy any tobacco.
Contrary to the previous answer, to smoke or purchase tobacco in the UK you have to be 18. If somebody sells you tobacco when you are underage, they are breaking the law, and so are you, but they get fined or whatever and you are offered free advice from the NHS (National Health Service - we get medical care free in the UK). I advise you don't smoke under any condition as it is severely damaging to your health.
I'll assume the fact that you're even worried about tobacco is that you're underage, so you probably don't know better but no, why would they? It's not illegal. No home or lab screen tests for nicotine/tobacco. Only illicit substances.
Electronic Cigarettes are tobacco free, if you want to vape "tobacco" you must buy a tobacco flavored e-liquid.
