First of all, in order to ask her out you need to find some common ground with the girl. For example, you can try to get some background information on her. Don't do anything creepy, though, but just enough to start a meaningful conversation. From there on, the conversation can flow in the desired direction.

OK, I'm a girl so this is from my point of view. i would recommend starting off small. Hold the door open for her on your way to class, or smile at her once in a while. Whatever you do though, plleeaase don't make it completely obvious that you like her right off the bat. It might turn out really awkward or she might not think she likes you but she would've if she got to know you better first. If you have a few classes with her, great. If not, you might have to get creative after a while. Try being in her group if you do a group project or something, or if she needs to go get a book, go get one for her. But always start out small and subtle in the beginning.

After a week or so, maybe try sitting near her at lunch, not at the same table yet, but close enough she can see you and you can make eye-contact with her. sit facing her, and look at her long enough until she looks back at you then look away. don't do this constantly, but its a good way to hint that you're interested in her without having to say anything to her.

Try to know her friends too. they have a big influence on her, and if they like you, she'll probably like you too. Try to be her friend first before you try to establish a relationship. Try being funny if you're good at it. tell a joke every once in a while, but if she seems like she is only laughing to be polite, she probably doesn't think it's very funny, and that may not be the best route for you. this is a big mistake some of you guys make (no offense but its true). It gets really annoying when you can tell a guy likes you and he is trying really hard to be funny but he's not. Just be yourself.

The biggest chance you'll probably have is if she is sad. Go up to her if she is alone and ask her what is wrong. be very polite and caring and understanding, even if you really could care less about what she is saying. Listen and offer your comfort. Girls always like it when someone asks what is going on with them. sometimes they just need someone to talk to and let that person be YOU.

A good time to make a move is if she is reaallly upset or crying. (not if she's mad). Put your hand on her shoulder or your arm around her and do the same thing. give her a hug after you talk to her if she seemed to respond well to you putting your arm around her shoulders.
