No, T-Mobile is GSM and Verizon is CDMA so you can't switch between those two networks. Unlocked T-Mobile can be used on AT&T though.

Can you use a TracFone sim card in a boost phone?
No you cannot. AT&T uses a GSM network and Boost uses iDEN and the two are not even remotely compatible. The Boost SIM card can be used for international roaming but it will not work with GSM networks in the US. It will not work either way, a Boost SIM will not work in a GSM device and a GSM SIM will not work in a Boost device.
Can a boost mobile phone be used on another carrier network?
No other devices will work with Boost as they use an iDEN network and this is not compatible with the GSM networks in the US even though they do use a SIM card. The SIM card does work in them for international roaming though. It will not work either way.

If by "flashed" you mean unlocked than YES it can be for t-mobile. You must go to Verizon and show them the IMEI number on the back of the phone. They will give you an unlock code for that particular phone and thus enable it to be used on any GSM carrier (T-Mobile, Cingulair, etc)
