There is all sorts of fluff about when you can go into a pool with a new piercing, bottom line you need to use common sense and be sure if you go swimming it's in municipal pools or facilities that are properly maintained. I tell my clients they can go swimming the next day in the city facilities, but they need to wash the piercing thoroughly once they are done.
Yes, you can swim in chlorine, just make sure you clean it as soon as you get out with the cleaning solution the place you got it done should have given you.

Every one is different. Some peoples' start to poke out by the 2nd or 3rd month whereas some peoples will not poke out until the 8th or 9th month if at all! I carried my son for 9 months, and my belly button never poked out. Some day's I would think it was going to, and I gained 80lbs while pregnant, but it never popped out. Mine stayed right where it was for the whole pregnancy

At three months the piercing should be healed, at least mostly. That means that swimming in chlorine will not affect it. Still steer clear of lakes and streams.
